José Luis Rivera Ortiz

José Luis Rivera Ortiz, Esq., is an attorney with over 15 years’ experience in corporate and tax law. Atty. Rivera obtained a Business Administration Degree with a concentration in Accounting, Summa Cum Laude from the University of Puerto Rico in 2007, and a Juris Doctor Degree, Magna Cum Laude, from the University of Puerto Rico in 2010. Atty. Rivera brings a wealth of private and public sector experience to our practice focusing on mergers & acquisitions, buy & sell transactions, individual, partnership and corporate income taxes, industrial and tourism tax incentives, tax credits, sales and use taxes and municipal license taxes, among other local and corporate tax matters.

After graduating from law school, Atty. Rivera served as a corporate tax consultant for an international CPA firm. Atty. Rivera was then recruited to serve as Technical Advisor and as Official Examiner to the Puerto Rico Treasury Department (PRTD) where he reviewed and decided on cases submitted before the Office of Administrative Appeals. Since leaving the PRTD, he has advised on legislation and regulations administered by the Secretary of the Treasury and participated in drafting numerous bills, including the tax reform of 2018, the Municipal Code and the Puerto Rico Incentives Code (Act 60). He also assisted in drafting several regulations and administrative publications for the PRTD.

After serving in the PRTD and until joining the firm in 2024, Atty. Rivera was the Tax Consulting Manager for a law and accounting firm in San Juan.

Atty. Rivera is a professor at the Puerto Rico Catholic Pontifical University, where he lectures the Corporate & Partnership Tax and the Tax Controversies & Litigation courses. He has also been an instructor in numerous continued education seminars and a speaker for recognized professional and educational institutions such as insurance companies and universities, among others.

Atty. Rivera is admitted to practice in the Commonwealth of Puerto Rico and is also a Notary Public.
